If a stray dog is feeded n provided bedding n it bites someone, will the feeder be held responsible?

I use to feed street dogs but in my society there are not allowing me to feed dogs and even they are not allowing any one to feed them. Because of hunger those dogs were becoming aggressive some times. Few people are making inconvenience and threatening me to vacate the house. So, that is the reason I stopped feeding dogs. But i believe that feeding street dogs is not a crime and generally well feed dogs are healthier and less likely to become aggressive which can actually enhance public safety. Moreover as a humans we should have some ethical responsibilities to care animals that depends on us, especially those that are vulnerable and homeless. So please help me how to take action on these activities to protect animals? Do we have any leagal activities to take care and how can i oppose them?

If in a society , community strays live peacefully and coexist with humans , someone brings a new stray into the society that is attacking pets and people , it has attacked a lady that has a broken spine because of it , that particular stray is coming into the lifts , the corridors and the lobby or the building to come and attack pets and humans. Then what provision can help , since the feeders are trying to make an agenda of animal cruelty out of it instead of taking responsibility , they are still bringing the dog to the lobby and lifts and corridors … while the dogs continue to attack others pets and people . What can be done then , and they refuse to listen or find a mid way .
